Im working with ADC voice reccordings- which were done in the 60's and so the voice quality and noise ratios are V. bad- what is the best way to deal with that?

You got it... EQ, NR and you may also want to try some expanding or gating.
Try an Aphex Aural Exiter or the BBE Sonic Maximizer. BBE makes that in a $99 plug-in, try the free demo. I didn't like the plug-in but have the outboard 862 and love it for certain applications like what I think your tring to do.
If you going to digitize, use a pro sound card.
What's ADC? Or do you mean ADR.
