Im running windows xp with soundforge 5.0. When I plug headphones into the headphone jack I hear a hissing/crackling sound. This occurs even with no programs open, just a background noise. Sublte yet present. Any way to quiet this ?

Are you sure it's computer noise? The issue might be dependent on your soundcard. For example, Soundblaster cards are notorious to musicians for their noise.

The only usual way to remedy such a situtation is to upgrade your soundcard. Great, pro-quality cards are available from M-Audio, Echo, and Terratec.

Well that is an idea. What is happening is when I make a song in sound forge and then burn to a cd there is no noise. However there is just noise coming out the speakers/headphones in the background when Im listening to music on the computer.

Welcome to the imperfect world of audio and digital circuits. This is why you see many external sound cards, because the computer chips in your PC causes many noise problems in the audio signal. This is mostly due to Electro Magnetic Conductance (EMC), caused by digital switching circuits. Better internal sound cards have better designs to reduce and elliminate these interfering noises, thus another reason to buy a more expensive sound card over your standard sound blaster card. You will notice this noise on most laptops with their built in sound cards. Try pluging in a set of headphones and just move your mouse around. This mouse data transmission is a slower data transfer, that actually enters into the frequencies of hearing (20-20Khz) and get induced into the amplifiers of your audio outputs. Either by a better audio card or better yet, buy an external audio interface.

It is because you are using a crappy soundcard. Buy a better one.
