Subject:reproducing what partially deaf people hear.

i'm producing a CD-ROM for the parents of deaf children and in an attempt to help the parents appreciate what the child can and cannot hear i'm hoping to show them a video clip with a number of edited sound tracks, each with a different set of frequencies that the child can hear.

as you can see some people, like those who are represented by the red line, can hear better at certain frequencies.

do you know if i could manipulate the sounds in sound forge?

Sure you can. According to your chart, a partially deaf person's hearing declines:

-5db at 5000 Hz
-15db at 6000 Hz
-25db at 8000 Hz

-----or close to that. Since that range of frequencies (4500 to 8500) is critical to human hearing and hearing the human voice, a reduction in db would affect the quality of the sound.

So, you can use some narration or music and then "EQ" using an equalizer (software or hardware). Simply reduce the the frequencies the same way your chart indicates.
