Anyone know of a utility, or perhaps MS Windows API's that allow concatenating wave files?

Do you mean string them together into a longer file? Sonic Foundry's Sound Forge, ACID, Vegas, and Video Factory programs can all do that just fine. Windows sound recorder probably can too, but i think it's limited to a certain maximum length file that isn't very long.

I suspect TTOL was looking for a rather more advanced solution, viz. an automated way to do this. It's something that could very usefully be added to Batch Converter.

You could open them in a multi-track app (Vegas) and render them to a new .wav file.
