Video file not playing in SVP 13

I'm having trouble playing back an .MP4 that was scanned and uploaded from a 1930's film reel. I don't know the man who scanned it, nor how he scanned it.
However, for some strange reason it plays fine in WMP but not in Vegas. I tried to render out the video in various formats, but it won't play after its been through SVP.
If someone would like to check out the file themselves, I have the Dropbox link available.

I just tried it and while it won't play in Pro 13 (I get a solid green screen instead of the video), it will play just fine in Pro 12. Hopefully someone smarter than me can explain why.

I ran it through Handbrake:

1) Left the 720x528 pixel dimensions
2) Filters Decomb = Default, De-interlace=Slower
3) Framerate (FPS)=Same as Source, Constant Frame Rate
4) Constant Quality=8, pretty much a placebo.

The result worked fine in Vegas Pro 13. The file is pretty big for me to upload.

I can drag into VP13 and it plays but the framerate is wrong. Vegas reports and plays it back at 0.121fps!

Edit: The free Catalyst Browse can play the file too but you can only transcode it to a AVC MP4 file again.

I used the GoPro Studio application to convert your file to Cineform and it also played in Vegas Pro 13. Mediainfo report:

While I appreciate the Cineform codec, the GoPro Studio application did not offer the flexibility that Handbrake offered. Are you planning to deliver this on DVD?
