(If you have Axiem Systems Photo Editor for IOS (and possibly Android) I mean is there a way to use a similar technique as that?)
Anyway, for everyone else, I've looked up and watched tutorials on how to make just one color pop out like in "Sin City", but that's not what I need for my project. I need to make the entire scenery grayscale aside from just one brightly colored character, and occasionally certain spots on a second character and small scenery items. I have Movie Studio 12, for reference. Is there a way to do this?
If it works, here's a haphazard example of what I mean: https://www.flickr.com/photos/146145778@N08/shares/66R32w
