I'd recommend running the video through the free download Handbrake.

Converting the file with Handbrake will create a video file that is more compatible with Vegas and will eliminate things like variable frame rate which can cause out of sync issues.

Your video may or may not open in Handbrake, however the decoder is not the cause of your problem, nor should re-encoding be necessary to use your video in Vegas.

All recorded broadcast material contains transport stream errors, which must be corrected or decimated to open reliably in an editor. You don't need to tell us that your video already plays fine in a player; that is absolutely no indication of the absence or presence of stream errors in your recorded video.

Neither Vegas nor Handbrake corrects transport stream errors; that is a function for a specialized muxer.

Download the trial version of VideoRedo Plus and run your recorded .mpg video through Quickstream Fix. That's usually all it takes.

If the VRD (Plus or TVSuite) trial doesn't work on your current project, you are out nothing!

Your video may contain too many errors to salvage for editing, and trying to extract guarantees from me is generally a waste of time.

Again, this is well-traveled territory, so a Forum Search "should" have answered your questions.
