can you record a broadcast from another website? such as a live DJ set?

Probably, depending on how you do it. Be aware of copyright issues though. Err on the side of caution and keep it legal.

Take into account what Iacobus said :)

If you open up the mixer control panel for your sound card and select recording, there should be an input labeled something like "mixed output" or "what you hear". Select this, and then Sound Forge will record anything that you would hear through your speakers.
