Can Acid send more than one FX per track? Example: (Track #1 EQ+Reverb+ Delay)

Yes, this can be accomplished in version 2.0 by using more than one FX tab. You cannot assign multiple effects to the same tab.

So say if Track #1 already has a Delay assigned to from FX tab 1, can also put another FX (say EQ) in FX tab #2 and place that along with the Delay on Track #1?

Believe so if I remember right. That is a pain in the butt compared to ACID Pro 3's implementation though, as you'd have to adjust the amount of FX individually rather than together as a chain.
