Government DOD proposal..it is a training video, description is all over the place...from live actors doing reenactments which is no problem ..to this one little section ,the gobbly goop quote I can't figure out, nor can anyone else I have talked to,,I think there is probably an incumbent who is quoting and gave them the description, and they are the only ones who know lol

sounds like a translating error / problem to me. Like one of these impossible auto translations from Chinese to English or all too literary and thus semantically absurd word choices. If you google it, there is not one single result for augment principle. Saying " principle medium" also seems a rather French sort of thing, where the term "medium principal" basically means " the main media, or format, or support ".
I can see how some auto translate app would treat this as "principle medium". In the same line of thought, I'd translate "live action photography" as...filming.
Sorry I can't be of any real help though.

Webster's defines augment as "to add something to (something) in order to improve or complete it".
With that in mind, my understanding of their request is that you will provide some form of computer animation to supplement (my interpretation of augment) the live action footage.
They've left the type of animation wide open so further clarification is definitely needed.

First off, I doubt that the person who wrote that had a clear idea of what they were asking for. I've run into that in the past where someones client asked that photography match the "caliber and quality" of some other shooter's footage when what they really meant was they wanted the two to cut together. They were trying to sound smarter than they were.

When responding you should define "Broadcast-quality". You may see it as passing QA, they may see it as looking like Nova.

As for animations, I'd interpret "Principle Medium" as Bambi and "Augment principle live action" as Dick Van Dyke dancing with penguins.

Again, the author may not be sure what they mean but might come back to you to claim you agreed to make Avatar. You probably need to nail it down a bit.

Clearly, they are looking to augment a video clip showing the firing of an RL7 birefringence oscillation concentrator with images of its potential effects on a target that would result in such things as dual-morphic fracturing and trunion splaying (you could easily use a particle simulator plugin to simulate that). And for when the RL7 attains a peak power cascade, show the reciprocal action of the quantum affination (probably best composited with lots of semi-transparent evenly distributed polygons along just one of the axes in RGB color space). For the later, I think that After Effects might be a better choice, whereas for the first effect either Vegas with perhaps the HitFilm plugin or After Effects with the Trapcode Particular plugin could do the job.

In any case, it sounds like a really trivial boring project. I think I would pass on it.
