The only global settings for Markers and Regions I'm aware of are in the "Options> Preferences> Label]" menu.
What exactly are you trying to accomplish?

"M" Marker numbers are in sequence of placement. These have no relation to "N" CD Track numbers, which automatically renumber to correct sequence.

Better still (if your SF version qualifies), use CD Architect.

If somehow your numbers get out of order, simply save your file, close and re-open. They will be re-ordered according to their timeline position.

The take-away being that the number order of the markers is really insignificant. It may get personally annoying if they're out of order (or it may not), but it really doesn't make any difference to anything except one's own tortured psyche.

Sometimes i wish there was an option to turn off the numbers!

For me, the problem is often too few digits. When doing VO's I often have in excess of 100 short clips. The script in Word is numbered so its nice to have corresponding marker numbers in SF just to make sure the written script and spoken script are the same and I haven't skipped something (which happens frequently). Once, the number exceeds 100, it becomes a real pain.
