Use boot camp or parallels to install Windows. Then, inside Windows you'll be able to install and run Vegas.

Here is Vegas Pro running in VMWare Fusion on my MacBook Pro desktop in Unity mode so that it interacts with other windows on my Mac desktop without having to reboot into Windows with Bootcamp.

It also runs fine in Bootcamp on my 2010 Mac Pro 12-Core. The key is that you need either VirtualBox (free), or VMWare Fusion, or Parallels Desktop and a valid Windows license to install Windows in a virtual machine and then you install Vegas Pro 9 on top of that.
