Sound Forge Audio Studio 10 (Build 252)
Win7 Pro 64-bit

I have an MP3 file which has most of the signal just below -6 dB.
There are several peaks around -0.5 dB.

I apply the Dynamic Effect with preset [Sys] Limit levels to -6 dB
Threshold: -6 dB
Ratio: Inf.:1
Attack: 1.0
Release: 500.0

The result is almost everything is compressed around -6 dB.

However, there are still several peaks around -2.5 dB.
It is unclear why it did not compress these peaks more.

I need to limit those peaks to around -6 dB.
Is there an effect or way which will limit those peaks to around -6 dB?

Try the limiting function in Effects / Dynamic / Graphic (if the Studio version has it) and adjust the Attack value lower, and the release longer if necessary.

I usually use Wave Hammer.

I would use Wave Hammer as well.. The secondary limiter (with or w/o the first stage allows setting the target output level as well. There's lots of brick-wall limiters available (paid and free), if WH doesn't float your boat.
I wouldn't count on any plug-in to work perfectly without some tweaking, if that's what your expecting.
