I ran into this also. Seems like it just started to occur a few months after I had installed Windows 8.1 64 bit. Seems to work fine once it gets started. To eliminate the bother of left clicking the desktop icon and selecting Run as Administrator, just follow the steps in this URL:

Im running into this with Vegas,13, Spectral Layers 3 and sound forge 11.
Just got the usual canned "run as administrator" reply from Sony everyone is getting.

Tried the clean reinstall removing all registry traces... Wont let me re-register
Been with sony since their early Versions. Can't rely on them anymore for professional use. Liability issues.

Switching over to iZotope RX4 Advanced for audio use in superior court - Sound Forge crashed in Trial again the other day so we're done with that. Cant have the software crashing in court when working Capital Cases when a life is on the line in front of a jury.

With Sonys "2008-ish implementation" of openCL and Cuda, they have not kept up with the hardware. Seems they are no longer interested in really supporting the professional workforce any longer.

"Seems they (SCS) are no longer interested in really supporting the professional workforce any longer."
