"File/Properties/Video tab/Full-Resolution Rendering Quality field" is hopefully what you're looking for.

Does that setting actually affect the final quality, regardless of the " Render As " template used?

From "Setting project properties" in online Help.
"Some file formats allow you to associate a video rendering quality setting with a custom rendering template. Final rendering template settings override the Full-resolution rendering quality setting in the Project Properties dialog. For more information, see "Custom rendering templates."

By orders of magnitude, the best render you can get out of Vegas or any other NLE is done the way described here:
