In 13 you click the "Event FX" in the clip on the timeline and then add "Sony Stabilze".

As stated but if using Sony Stabilise, make sure that you do all your editing on the clip first before you add the tool. I've found that if you apply the stabilise before the clip is altered, i.e. applying a fade or trimming it, then save the project, the stabilisation has disappeared when you next open the project, even though the effect is still applied. You then have to remove the effect from the clip then reapply it. Don't know whether I've explained that properly but try it and you'll see. I now put markers on the clips that I want to stabilise. Then, after all clips on the timeline have been processed, I go through and apply the Stabilise to each clip that requires it.
