Try using Sony Convolution Kernel with the Find Edges preset.

You can also export your video as a series of still images and then batch process them with Photoshop. This opens up a huge array of effects, including the one you're after.

I like running Photoshop Actions on an image sequence, esp. when the use is demonstration or educational. The thing that makes the filters look occasionally uneven is the lack of any motion smoothing on the fx bus.
