You can always change the frame rate in Vegas to 29.97.

First calculate the exact number of frames there are in your video. Load it into a 29.97 project and set the ruler to absolute frames. Ctrl-drag the end of the video until you get the exact same number of frames.

The slight pitch change should not be noticeable, but that could be fixed separately if it is a problem

You don't need to "fix" anything in the video OR in Vegas.
29.964 is an ESTIMATE, and nothing else, something like MediaInfo might do.
VFR can vary even more than that from the mean.
Your footage was shot 29.970…....., rounded to the nearest clock cycle. Suggest you leave it alone.

fwiw, I've seen oddball framerates reported on variable framerate video (commonly shot with phones or tablets). I don't know anything about the NewBlue stabilizer but, my experience with the Mercalli plugin suggests you may have to disable resample, render to an intermediate (constant framerate) & then stabilize.

Mediainfo will report variable framerates.

I only need 29.964 so I can run the NewBlue stabilization. Then I can switch back to a normal project frame rate.

That is how the NewBlue plug works -If the clip is 30p I would need to temporarily set the project to 30p for the analysis to proceed.

There is too much footage to transcode at a different frame rate.

I wish there was a way to set Vegas to 29.964!

No, but currently you need to set the project frame rate to match the clips frame rate to stabilize that particular clip. I have footage that is 29.964 and in a codec from hell.

NewBlue mentioned that they were going eventually fix it so you don't have to go thru that process.

I did find a work around by nesting the footage in a separate project.

If so, won't Vegas have to create new frames to comply with the fixed rate and discard the old frames?

You could export the footage to individual frames and set it's FPS to anything you want.

Of course, to answer the original question, if you want Vegas to use 29.964fps, then go to Project Properties and type in 29.964. Vegas will happily use whatever you type in there.

However, using the standard frame rate of 29.97 and disabling resample is probably a better choice.

29.970 and 29.964 (assuming no rounding) are both divisible by 4995. Gives a clue as to the clock frequency (99,900?) and geometric precision. Actual frame durations probably alternate between 1/29.964 and 1/29.976, and whatever the OP is using is probably reporting the lower of the two, rather than the mean. That means whatever the OP is using is estimating, not reporting real metadata as the frame rate.

Well, just to nitpick a tad, it IS a rational number, since you just represented it exactly and precisely as a fraction of integers (a ratio), which is the definition of a rational number.

It is, however, a repeating decimal : 29.97002997002997002997002997002997002997002997002997002997002997...
which is what makes it impossible to express exactly in decimal notation. But, one of the hallmarks of repeating decimals is that they are rational.

The OP's source is 29.970, not true NTSC, and not 29.964. Of that I'm certain.

Nope you cant, it will revert to 29.97.

My search for that exact frame rate yielded this result from a security and surveillance recorder that apparently assigns different frame rates to the various ports on the capture cards. This is no doubt absolutely useless information but fascinating to me, anyway.
