You can always download old SCS software from http://download.sonymediasoftware.com/current/
if you ever have a need for it, and the serial numbers can be found on this site under My Account > My Software.
i always keep two versions on my pc the latest and the previous one.
however, prior to 13 this was simply a precaution for OLDER (archived) projects saved in the versions veg since until 13 they weren't backwardly compatible.
don't be spreadin facts where there are none -

Suppose so, but regardless it's nice that they're allowing this. It means that I can work in v13 and if there's any problem I can resume in v12. I'm beginning a new project and it's a perfect time to upgrade.

SCS has already explained this behavior as an oversight in programming - it was NOT supposed to work this way and it will be changed in upcoming version release.
Of course, the reason being that there are some deployments where this reversion to an earlier form of project is not likely to work and then you will be having fun wondering what happened.

After further internal discussion, and taking into account feedback from this forum, we are planning on having the next released VP13 update support reading Movie Studio 13 project files, while retaining backward compatibility with Vegas 12.
This means you should be able to:
-open projects saved from VP13 and previous versions
-open Movie Studio 13 projects in VP13
-continue to load saved VP13 projects in VP12
At least on my system, using an NVidia 570, GPU rendering and stabilization is significantly faster and doesn't crash on VP11 compared to VP13. How much varies a lot with the project, VP13 times can run between 115% and over 200% of VP11. Of course, sometimes it's infinite because VP13 crashes or hangs.
I oftenly use Vegas Pro 13 on my 64-bit laptop and when i experience it is was run pretty darn good but for 32-bit i would recommended Vegas 8,9,10,11 which is only for 32-bit computing but other such as Vegas 12 to 15 is not recommended for 32-bit laptop with x86-based processor.

"minimum system requirements for using Sony Creative Software Inc. Vegas Pro 13 software: Microsoft® Windows 7, Windows 8, or 8.1 (64-bit)"
"minimum system requirements for using Vegas Pro 14 and 15 software: A 64-bit operating system: Microsoft® Windows 7, Windows 8, Windows 8.1, or Windows 10"
