What is that toolbar and what does it do?

Where did you see it demonstrated?

Well, it's something several people have brought up; here's one example by Grazie:

Apparently there are now two kinds of toolbars to work with. It is also described in What's new in 13.

OK, I see it now. It's just another toolbar below the timeline. The operative word I wasn't paying attention to was BELOW.

EDIT: There's a reason why I overlooked the new toolbar. I work with four monitors and this toolbar now sits way to the left of my edit area. Does anyone know if there is a way for me to shift all the icons further to the right?

Seems to be no way to cycle with a keystroke the Shuffle, Slip, Slide, Time Stretch and Split Tools in the Quick Menu on the bottom toolbar. These tools should of been sitting individually across the toolbar for immediate access.

I have tried to assign some keyboard shortcut with the customize keyboard option where it shows commands containing these tools and while you can assign a keyboard shortcut, it will not work once in the timeline.

And now you have a top and bottom toolbar, these could of been merged into a single toolbar right above the timeline or at least make it movable and dockable.

I don't see any improvement here, much of this is counterintuitive.
