Well when you say remix, I think you're implying that you want to do a variation of a song that's already been done. Instead of getting into the debate of whether you can use another artist material to be incorporated into your own work, I'm going to just stick with the basics of your question, and it's an easy fix. Acid Planet provides you with one of the best remix formats around with their contest. They provide you with the loops, and a file of the orginal song, and an acd. file to jumpstart from. The best thing that you can do with these loops is just listen to the original song, get a feel for the rhythms and the layout, then just take the loops provided and let your imagination go wild. The loop paks provided by AP, show you how they break the song down by instruments, and to me is an excellent way to get the hang of remixing someones work. Now in all honesty, I have to tell you that it is prohibited to post material by another artist on AP unless it is contest related. AP and Sonic have gone through great lengths to work with the record labels in getting clearance for artist to use this material. So please keep this in mind when you're working on songs that you intend to post on AP. If you have other questions or need more detailed info, feel free to post them here or at the boards on AP.
