I frequently come across a stereo track attached to a video file .. and in parts the track has zero data on one channel .. often when commentary .. user has recorded on one channel only ...
Is there an easy way to copy what is on for example L ch to R Ch without affecting sync of channels.

When I try just pasting it in .. the sync gets screwed.

Real easy.

Just go to the Process menu and select Pan/Expand. Use the preset for Normal Mix of MS recording. This will share the audio across both tracks.

but if I only want to do this on small sections of track, how do I do that ?

Currently the only way I have found to do it is to insert markers on 'good track', copy the audio between markers, and then paste this on 2nd track, easy to mess up insert point though .... is there a better way to do this?

Sound forge is primarily an editing app, so working with them in Vegas would be easier.
You would convert or import the 2 channel stereo track into two separate mono tracks and work with them in Vegas. Both would be panned to center.. which is usually where they should be.

Otherwise.. in SF, you can use the "Overwrite" process which works much like copy/paste.. except it will only paste in the same amount of samples as are selected on the timeline.
Copy the segment you wish to lay in, highlight the segment in the timeline where desired and select "Edit> Paste special> Overwrite".
FYI- Right-clicking will also bring up an Edit context menu with the 'Overwrite' process.
