have Vegas 9.0 and need to render videos in 640 x 360, need help.

Well, don't use Sound Forge, for starters. ;)

Most every rendering template includes a [Custom] button. Most of them allow you to type in your own numbers for the frame size.

Which file type, codec, and template are you using?

Select your desired file format, MPEG-2, AVC or otherwise, select Custom, and enter your desired size.
