how do you add specific effects to different layers...everytime i try all the layers are effected,i'm a total novice and when i recorded my first bass track i could of swore i had effects options for bass,how do i get them back?

You mean using track-level effects? Try clicking the green "Track FX" icon in the track list to the left.
