Say if I apply pitch shift effect on an mp3, won't work, it's either error message or the whole program shuts off.

Also, if I can make the problem go away, what audio effect might work if I was altering my voice to sound like another guys's? I don't mean making it deeper like pitch shift, I'm just wondering if there is something else.
