Is there a way to render the Closed Captioning to the video so it is permanently viewable?

It's for a attorney and that's how he wants it. He does not want to have to mess with closed captioning settings. He want to play the file and have the text permanently viewable.

I would prefer not to have to go back and retype all the info from the video and put it in text events.
