Small dot on screen, to full scene image

I have a still image, (same size as program video) I want to make it transition from a small dot (or nothing) on the screen to full size in about one second. I tried doing this in Pan/Crop, but can't figure this one out, .. perhaps I'm using the wrong tool?

You'll want to use "Track Motion" for this

Another technique would be:
1) Create a 1-second fade-in at the beginning of the event.
2) In the Transitions window, select Zoom.
3) Drag the "Zoom In, Center" preset onto the fade curve at the beginning of your event. Done.
