You mean an Animated GIF?
Not that I know of, but you can render a file to be used by other applications.
Photoscape is a free app that makes good animated GIFs.

Yes, an animated gif, converting a video I edit from Movie Studio into an animated gif.

I have used VMS to edit (crop, trim, etc) a video, then render it as a series of images.

To actually make it an animated gif, I uploaded the images to a free site (I think it was www.gifninja.com, but I'm not positive).

So, VMS can get you about 90% of the way there.
