If I were to edit an mp3 song down 20 seconds, can it be custom made into a ringtone to play on a smart phone? I learned that the key in all of it is the bit rate. I can transfer mp3's easily to my phone, but adjusting the bit rate to 300kb means the ring tone can only play about 5-6 seconds worth. It can play mp3 songs, but NOT as ringtones, only 5 seconds as a ringtone. I want to to play up 20 seconds. There is a website known as mytinyphone where people custom make ring tones to play that long. But I can't manage to rip them, because of the design of this smart phone. So I figure maybe those people are using something to code it.

Can this be done in Vegas Movie Studio, or an audio software like soundforge?
