Static Sound !!!!

Everytime I put VCD or DVD in my DVD-ROM and try to play video, and I hear the static sound while playing. Also when I hear music on my computer and I hear static sound If I click on other program. About IRQ, my sound card is not in IRQ 5 but in IRQ 9 and sharing with other stuff, I just wondering is this the problem that cause the static sound???? does anyone know my problem please help me out !!!

I'm usinng P4T motherboard, Pentium 4 Proccessor, SoundBlaster Live! 5.1 series

Sounds like a hardware problem given that you are hearing static out of eveything. I would contact the manufacturer of the card about your problems. The first thing that I would do is update the sound card drivers.
