Subject:Tempo, beatmaking

I am trying to figure out the proper way to input the values on the Edit Tempo and Time Stretch. I have Read the Support: Sound Forge: Editing on how to beat match two songs.....

My question(s) are do you have to make the loop of both songs around the same amount of time?

Ie. Sound 3 Length 2:2.0
Sel. of Beats 8.301
Tempo in BPM 120.000
# Beats in a Measure 4

Sound8 Length 2:0.1
Sel Of Beats 10.147
Tempo in BPM 120.000
# Beats in a Measure 4

Now I should change
Sound 8 SEL OF BEATS from 10.147 to 8.301 which will bring the Tempo in BPM to 98.16

Then Time Stretch Sound8 from 98.16BPM to 120.000BPM to match Sound3

Is this correct, the final tempo should match the other song, Now if the tempo is too fast to match the beat for mixing, how can I solve that problem?

How can you tell how many beats are in a measure?
