Once again Paulito,
You did not post your media properties, project properties, or render properties.
And as luck would have it my crystal ball is at the cleaners. Sorry about that.

[EDIT] And now you deleted your post. Good luck to you.

Right now my Project Properties are:

for Video:
Template: NTSC DV Widescreen (720x480, 29.970 fps)

w - 720
h - 480

field order - lower field first
Pixel Aspect Ratio - 1.2121 (NTSC DV Widescreen)

Frame Rate - 29.970 (NTSC)

Audio

Sample Rate is 41,000
Bit Depth - 16

Ruler Time Format is SMPTE Drop (29.97 fps, Video)

120.000 Bears per minute
4 Beats per Measure
Quarter Note that gets one beat

By Media Properties:

Steam: Video 1
Format DV

Attributes 720x480x24
Frame Rate 29.970 (NTSC)
Field Order: Lowerfield first
Pixel Aspect Ratio 0.9091 (NTSC DV)

Streams
Video: 00:00:27.794, 29.970 fps interlaced, 720x480x24, DV
Audio: 00:00:27.794, 48,000 Hz, 16 Bit, Stereo, Uncompressed

I'm sorry but I don't know how to find out what my render properties are.

But I intend to turn these 720x480 avi files into a 640 x 360 High Quality wmv video for youtube, because that is the aspect ratio of youtube video screens. It is a widescreen video, but without black letterbox.

Please forgive me for being a pain about this. There is a lot of things with Sony Vegas 9 that I still haven't done before.

If I'm still not posting media properties, project properties, and render properties correctly, can you please tell me how so that I will always make it easier to help you to help me?

Your source media is not widescreen. It is 4:3 DV.
It will not fill the Youtube player unless you crop it and render for a different aspect.
