Subject:My non-clipping Wave Hammered wav. clips when converted to MP3. Why?

Hello. I just used the "voice" preset in Wave Hammer to even-out and maximize the levels of a radio infomercial in a wav. file - 16 bit , 44,100 Hz. When I then saved it as a CD-quality MP3, it clipped on the peak meter when I played it. Nothing awful - no real distortion, but I was wondering if there's an explanation for this. Anyone? I have the latest version of Sound Forge 5.0. Thanks.
