Subject:Trying to sample 44.1kHz wav to MP3 at 16kHz

Using SoundForge 5 and trying to sample some 44.1 wave sounds
down to 16kHz MP3 sounds. The converted 16kHz MP3's are playing to fast
and further looking into this indicates that even though I saved them as 16kHz
they are actually saved at 11.025kHz. What gives? Am I doing this
wrong?
