Will 8.1 run on Windows 7 64 bit? Or, is it recommended to run on Win 7 64

Vegas Pro 8.1 is not "officially" supported on Windows 7 64bit but it will run on it (at your own risk with no support from Sony).

The recommendation is to not use 8.1 at all because it has some rather flaky bugs that were fixed in 8.0c. If you must to use a 64-bit version of Vegas, it is strongly recommended that you upgrade to Vegas Pro 9.0 64-bit.

Yes, it does install and work. I have it and use it. But it is a disaster and has tonssssssssss of problems. Like sometimes projects just disapear so.. make sure you have back ups. :)

i.e. Get 9.0!
