This is multimedia authoring. You will need someone with expertise in Adobe Director or Flash, although you can create the content for the CD somewhere else (Vegas)

I provided just this to a client many years ago and used Multi Media Builder to do it.

Not sure if the product is still around, but the interface was very intuitive and didn't cost a whole lot.

Yes, Multimedia Builder was great, but it isn't supported or sold anymore. I had a good 10 year run with it. Other solutions to the OP might be Autoplay Media Studio. Just do a google search.

There isn't much left for CD-DVD interactive type authoring these days.

Why not do an HTML page with the autorun set to load it. Embed the video in the HTML page. Encode the video as WMV with a command at the end to load the clients website?

You could also do it even better as an ADOBE Air application made with Widget Cast by Reallusion. Make a Widget that is a media player with the click link on the video to call up the client's webpage. That one would be able to float on the screen. You can add an RSS feed to it so that the presentation always has the latest info. Heck it could even load the video from the web so that you could change the video to keep it fresh, even though the customer opens up the same Air app.

Second vote for Mediator - I use it for all my CDRoms and DVD Roms, including one project which had 256 separate interactive screens.

Mediator contains extremely sophisticated programming capabilities, all contained within within a simple drag and drop interface.
