Let me ask you something. I have a sound clip and it's got
a wee bit of background music. I'd like to remove it. Can
it do this with Sound Forge or some other app from Sonic
Foundry, and/or do I need a plugin for it to do this.
thanks.

There is no way to do this effectively with existing
technology.

Now this is just not true. They do it for movies all the time. The basic idea is that audio below a certain db level is cut out. leaving anthing about intact. Its a little more complicated than that because you'd end up losing a lot of vocal, but then you can always do a reverse-vocal deletion filter to fix that.

Tin Can, what you must understand is that the movie and hip-hop people have access to the multitracks and "dub" mixes without vocals. We don't.

Ted is right. It CANNOT BE DONE!
