someone told me that your are able to tell soundforge not to record below a certain level, so that hiss can be remove, is this true, if so how

Hiss usually occurs in the high end actually, and there is no way to remove it completely with just Sound Forge. We have a Direct-X plug-in called Noise Reduction 2.0 that will remove hiss. Feel free to download a seven-day demo of Noise Reduction from our downloads page.
