This can happen when the mouse driver's generic scroll support starts intercepting messages meant for Sound Forge. Check your mouse control panel and documentation. There should be a way to tell it to ignore certain programs.

SF 5.0 should do this automatically with MS Intellipoint mice, but it could still be an issue with other manufacturers.

Check to see if forge.exe is listed in any of the subkeys of:

HKEY_CURRENT_USER\Control Panel\Microsoft Input Devices\Mouse\Exceptions
One of the numbered subkeys should contain:
-Description REG_SZ Sonic Foundry Application
-Filename REG_SZ forge.exe
-Version REG_DWORD 0xffffffff
