Subject:MP3 compression tricks

hello,
I was wondering if anyone had any tricks to MP3
compression. What I am trying to do is get a wav file to
compress with the best possible audio quality in a 8 Kbs
MP3. This would be for voice over as well as music.
I have tried cutting everything out below 100Hz and
everything above 5Hz. Is there anything else I should try?
Any ideas are good ideas.
