Sound Frequincies from 20 Hz to 7 Hz -Sound Forge - PC

I am looking to take normal sounds and speach and tune their frequinces lower than what can be heard by normal hearing. I was wondeirng if anyone knew if Sound Forge had this ability and if so if the file can be viewed on the monitored? If it does, does anyone know if it longates the original sound file which was recorded? With many programs today when you change the frequencies of a normal 5 or 6 second file which has been recorded in the normal hearing range and tune down the frequncies, that same file can become 8,9 or 10 seconds long because the program just plays the file slower creating the pitch to drop. I'd appreciate any information on this.
