Previous versions let you remove this by changing the default values under file properties. Is there any way to remove the overview bar in SF10 or is it here to stay?

Those view options are still around. They just moved to the Options->Data Window menu. You can also still get to them the old "secret" way by right-clicking on the edit tool icon in the upper left of the data window.
