Subject:MP3 encoding Plug-in Changes settings on its own?

When I save files as MPEG, SoundForge ignores my selections
for bits per second, quality and VBR and substitutes other
choices seemingly at random. In order to get it to save
like I want it I have to re-open the file and do a "save
as." Surely I am missing something here, but what? Please
help me.
