Normalize/Scan Levels gives different RMS level in SF 5.0 than in SF 4.5 -Sound Forge - PC

We have been using Sound Forge 4.5 g (build 374) as our standard audio processing software. We work with a vendor who has started using Sound Forge 5.0. When we and our vendor measure the RMS level of the same files using the Normalize>Scan Levels tool, we get different results. Sound Forge 5.0 consistently reports RMS Levels that are 1.1-1.3 dB lower than the levels reported by Sound Forge 4.5. We have the "Scan Settings / Ignore below" slider set to -35.0 dB in our standard measurement scenario. The files measure exactly the same in all other regards when checked with v4.5 or v5.0. I have downloaded the Demo version of Sound Forge 5.0 and confirmed that v4.5 and v5.0 do not report the same RMS level when they measure the same file. What's going on? For the time being I must assume that this is a bug in v5.0. Can anyone confirm this? If not, can you explain why I would get different RMS level readings from the two different versions of Sound Forge?

If you don't enable "Equal Loudness Contour", the RMS values should be the same between 4.5 and 5.0. The 5.0 filters result in RMS values closer to values measured when not using the contour, but they are often around 2 dB lower than in 4.5. Sorry for any inconveniences. JF
