Subject:Frame rate soft encode 5.1

I noticed that there is only the one frame rate, 30 frames
per second. What gives ? iS This an exclusively American
product? Over here in the land of Australia we use 25 fps
so its usless for any video application (where surround
sound is the most common,... please can you help?
