When I click on a section, is there a way to lock all of the entities within that section?

Instead of selecting all constituent regions and then locking them I was hoping to lock the section.

Furthermore if I delete a section how can I prevent the neighboring section (the one towards towards the right) from taking the start position location of the section deleted?
