A file can be opened from Vegas 7.0e to SF9, what is the way to have the edited file back into Vegas?

From Vegas, you have two options:
1) Open in Sound Forge; and
2) Open a Copy in Sound Forge

With the first option, when you save or close Sound Forge, the changes are saved to the original file and cannot be retreived. This is called destructive editing.

With the second option, the changes are saved to a new file (called a "Take") which is automatically added to the Vegas timeline. Since the original file is still intact in its original location, you can revert to the previous take by right-clicking and choosing.

I vastly prefer the second (nondestructive) option for many reasons, not the least of which is the availability of several versions of the audio if I change my mind later or wish to render two different cuts of a video.
