Subject:ac3 missing

I tried rendering an ac3 5.1 mix today and it said I needed to purchase the encoder. I was under the impression Acid Pro 6 had this included. It works fine in Vegas 8 pro, but no go in acid 6

after some addtl research I found this

this leads me to believe the AC3 plugin was not included in Acid pro 6. Can anyone confirm this? I always heard Pro 6 had surround mixing?
