Subject:HF noise in compressed files

Hello,

My .wav files sound perfect. But, when I compress them
to .wma or mp3 with SF XP 4.5c, a high frequency noise
(sounds like someone talking in a chamber, and it is
rather 'tinny' sounding) appears when the person speaks.
Record settings are: 22,050 Hz, 16-bit, mono. Process: DC
offset, Normalize. Compress: 8 kbs, 11 kHz. I have tried
different settings for compression, but I cannot seem to
get rid of it. My sound card is Sound Blaster Live! MP3+

Basically, I want record a voice track and compress it, so
that it can stream over the Internet. It is not recorded
music, so I would think that the voice should compress OK.

What would you recommend? What settings would be best?
