SF9.0e won't install - where are migration tools? -Sound Forge - PC

SF9.0e update will NOT install - it complains about registering the DLLs and fails. Sony support said "to Start/Programs/Sony/Utilities/Migration tools." - however this does not exist with SF9.0 install, nor is it on the original CD, availble for download. So i am completely stuck trying to follow the support instructions. Has anyone else had these instructions from support and knows where these Migration tools are ? Thanks
